Empower Your Aged Care Business with Recent Reforms

Australia’s aged care system is now operating under the Aged Care Act 2024, which commenced on 1 November 2025. The Act introduces a rights-based framework that places the rights, dignity, choice and safety of older people at the centre of government-funded aged care.

The reforms also introduced universal provider registration, new provider obligations and the Strengthened Aged Care Quality Standards. Organisations delivering government-funded aged care must be registered with the Aged Care Quality and Safety Commission in the registration categories that match the services they provide.

For organisations entering or expanding in aged care, the new framework creates opportunities but also requires stronger governance, financial management, workforce capability, service agreements, recordkeeping and compliance systems.

Aged Care Programs

The Aged Care Act 2024 and the Support at Home program both commenced on 1 November 2025. Support at Home replaced the Home Care Packages Program and the Short-Term Restorative Care Programme.

The Strengthened Aged Care Quality Standards now apply according to a provider’s registration categories and service types. Providers in Categories 1–3 are not audited against the Quality Standards, although they remain subject to provider obligations under the Aged Care Act, including the Statement of Rights and the Aged Care Code of Conduct. Category 4 providers must generally comply with Standards 1–4, with Standard 5 Outcome 5.1 applying where care management or restorative care management is provided; Category 5 providers must comply with Standards 1–5; and Category 6 providers must comply with Standards 1–7.

The Commonwealth Home Support Program (CHSP) continues as a separate entry-level in-home aged care program. Its grant funding has been extended to 30 June 2029 while the Australian Government consults on the future design of CHSP, entry-level services and in-home support.

Support At Home Package (SAHP)

Support at Home commenced on 1 November 2025 and replaced the Home Care Packages Program and the Short-Term Restorative Care Programme. It supports older people to remain living at home through ongoing services and short-term pathways.

Support at Home services are delivered across the following registration categories:

  1. Home and community services – domestic assistance, home maintenance and repairs, meals and transport.
  2. Assistive technology and home modifications – equipment and products, and home adjustments.
  3. Advisory and support services – hoarding and squalor assistance, and social support and community engagement.
  4. Personal care and care support in the home or community (including respite) – allied health and therapy, personal care, nutrition, therapeutic services for independent living, home or community general respite, community cottage respite, care management and restorative care management.
  5. Nursing and transition care – nursing care and assistance with transition care.

Important: an organisation that wants to claim Australian Government funding for Support at Home services in Categories 1–5 must apply to be registered in Category 4 with the service type ‘Care management’, together with any other categories and service types it intends to deliver.

Support at Home uses 8 ongoing funding classifications and short-term pathways for restorative care, end-of-life care, and assistive technology and home modifications. For ongoing services, 10% of a participant’s quarterly budget is allocated to care management.

Commonwealth Home Support Program (CHSP)

CHSP continues to provide entry-level support such as domestic assistance, transport, meals, home maintenance and social support. CHSP providers operate under the Aged Care Act 2024 and must meet the provider obligations and other requirements that apply to their registration categories and grant funding arrangements.

The previous expectation that CHSP would cease on 1 July 2027 is no longer current. The Australian Government has extended CHSP grant funding to 30 June 2029. Consultation is commencing on the longer-term design of CHSP, entry-level services and in-home support, so the future model beyond this period should not yet be described as a confirmed transition into Support at Home.

Providers’ Eligibility Criteria

To become a registered provider, an applicant should be ready to demonstrate that it:

  • has an Australian Business Number (ABN) and an eligible legal/entity structure;
  • and each of its responsible persons is suitable to deliver aged care services;
  • can meet the general registration requirements and the specific requirements for each registration category applied for;
  • has appropriate governance, policies, procedures, systems and workforce arrangements for the intended services;
  • has sound financial management systems and records and can demonstrate financial viability and oversight;
